Beat beat drums......makes zero sense!?

Drums and bugles are the traditional instruments for military bands (as in "the drums of war" etc.). The drums set the pace for a march or attack and the bugle calls each signified particular orders. The speaker is using drums and bugles to stand for war or battle.
