I am so confused?!?!?!?

My friends cousin, I think likes me. I asked my friend if he did, and she said idk but she thinks he does. She told me that he would get excited when he found out I'm coming over. But when we hung out at the beach today, he was being kind of mean/jerky to me and my friend. So now I'm confused. And, yes I do like him. If you think that he likes me, then do you think he will make the first move. Btw, he is going to Lithuania, Europe at the end of august. So I'll miss him :(
