What's the cheapest build for...?

heavy video compressing and decompressing? I would like to do some gaming on the side but that's not important. I don't like to wait an hour or two to encode 2-3 hrs of video in high quality. I'm looking to spend about 300-400 only. Be nice to have a machine that can do the process in 30 mins or less.
